KB3035583 is the update that you need to install for getting Windows 10 upgrade notifications. If you are not able to find it through Windows Update, you can download it using the following links. Just make sure you select your download for your specific Operating System version.

Please note that this update requires that you are using the latest version of Windows 7 or Windows 8.1 with all updates already installed. This means that you need to be running Windows 7 SP1 or Windows 8.1 Update. You must also have the following updates installed before upgrading to Windows 10.

Both these updates are available from Windows Update only.
